Local Management Entities (LMEs) are agencies of local government-area authorities or county programs-who are responsible
for managing, coordinating, facilitating and monitoring the provision of mental health, developmental disabilities and substance
abuse services in the catchment area served. LME responsibilities include offering consumers 24 hours a day, 7 days a week,
year round access to services, developing and overseeing providers, and handling consumer complaints and grievances.

ASAP offers outpatient treatment programs, Monday through Friday from 9:00 a.m. - 6:00 p.m.
ASAP treats addictions to all types of drugs through an individualized program utilizing cognitive behavior, motivational
enhancement, and 12-step therapies. All major insurance, including Medicaid and Medicare, is accepted.
North Carolina Perinatal and Maternal Substance Abuse Initiative and CASAWORKS for Families
Residential Programs for Pregnant and Parenting Women includes programs for women who are: pregnant; or post partum; or mothers,
and require a residential level of substance abuse treatment. Some programs are able to accommodate other children. Services
typically include substance abuse treatment, life skills training, parenting education, child care, and transportation.

JFK ADATC is an 80-bed residential and detox/crisis stabilization treatment facility designed to meet the needs of alcohol
and other drug dependent adults of the 38 westernmost counties in North Carolina. The facility treats chemically dependent
consumers and also those who have a substance abuse and psychiatric diagnosis. The length of stay at JFK ADATC is variable
and determined by individual need. We are part of a continuum of care that begins with the Local Management Entity/Local Provider
who makes the referral to our facility. Admission is available to any adult consumer in the 38 county region regardless of
financial resources or insurance status. JFK ADATC operates under the authority of the State of North Carolina through the
Department of Health and Human Services, Division of Mental Health, Developmental Disabilities and Substance Abuse Services.

The R.J. Blackley Alcohol and Drug Abuse Treatment Center is a 75-bed residential and detox/crisis stabilization treatment
facility located on the campus of John Umstead Hospital in Butner. It is designed to meet the needs of alcohol and other drug
dependent adults from the 26 counties from the North and South Central Regions. RJB ADATC houses the only state-operated opioid
treatment program (OTP) for people with opiate addictions, such as heroin or methadone. Admission is available to any adult
consumer in the RJB ADATC service area regardless of financial resources or insurance status. Referrals are made by Local
Management Entities within the RJB ADATC service region. RJB ADATC is certified as a psychiatric hospital by the Centers for
Medicare and Medicaid Services and the Joint Commission on Accreditation of Healthcare Organizations.

The Walter B. Jones Alcohol and Drug Abuse Treatment Center (WBJADATC) opened its doors in June 1969 as a 76-bed, short term,
residential treatment center. The center serves 33 counties in the Eastern Region and five counties in the South Central Region.
The Center provides treatment for pregnant and postpartum women and their infants and has an on-site maternal unit. The center
has a Family Services Department under the supervision of a certified Marriage and Family Therapist, and all substance abuse
counselors are either certified by the NC Substance Abuse Professional Certification Board or are working toward certification.
Outcome studies conducted over the past several years consistently show that 70 percent of the Greenville centers clients
are sober/drug free six months after discharge.

AN ACT establishing laws pertaining to gestational surrogacy agreements. The General Assembly of North Carolina enacts: SECTION
1. The North Carolina General Statutes are amended by adding a new Chapter to read: "Chapter 52D"Gestational Surrogacy Agreements...
(f) A gestational surrogacy agreement may not limit the right of the gestational carrier to make decisions to safeguard her
health or the health of the embyro or fetus. However, a gestational surrogacy agreement may include either or both of the
following provisions: (1) An agreement by the gestational carrier to undergo all medical examinations, treatments, and fetal
monitoring procedures that a physician recommends for the success of the pregnancy. (2) An agreement by the gestational carrier
to abstain from activities that the intended parent or the physician believes to be harmful to the pregnancy and future health
of the child, including smoking, drinking alcohol, using drugs not authorized by a physician aware of the pregnancy, exposure
to radiation, or any other activity proscribed by a health care provider.
